How do you know if a web site is really down?

This used to be a problem for me as well.  I might spend 5 or 6 hours trying to get a site back up, only to find out it was only down for me.  How does that happen?  Could be DNS, could be some restriction on your browser.. it could be anything.  The point is, if you're trying to find out if the site is REALLY down... you need to try and go to it from a different ''place' or 'machine'.  So... just go here Is it down for everyone or just me?
